Tauya Egline Indigenous Knowledge Systems in Disaster Management


Indigenous Knowledge Systems (IKS) in disaster management have been used since time immemorial with very successful results in Zimbabwe and other parts of the world. Its use during colonial times has been perceived with backwardness and primitive and therefore has not been recognized in decision and policy making. The need to revive IKS has since emerged as the scientific strategies have proved inadequate in many instances as they are less trusted by communities, are usually externally driven and at times do not address the critical needs of the communities. IKS has not been documented and is not widely known. This study therefore sought to bridge the knowledge gap by collecting, and promoting incorporation of IKS in disaster management strategies. The study established that IKS has a significant role especially in forecasting and disaster preparedness. It helps to predict climate conditions with a high degree of reliability. The study established that with the advent of climate change and increased population, an integration of IKS and scientific systems is required. It offers options for a wide dissemination of IKS, including supporting it with legally binding instruments.

Traditional knowledge has only recently touched the scientific chord of western academic knowledge. More and more researchers today are rotating towards it not only to fill gaps in existing societal knowledge but also to find original knowledge concepts and viewpoints for application in an up to date context. Since tribal groups and indigenous or local have lived within their local environments since time immemorial it is obvious that they do acquire a rich knowledge about nature. Hence, research on nature and environments is enriched by incorporating traditional knowledge of local indigenous or tribal people. Traditional knowledge finds echoes in some of the current philosophy of disaster management. I wrap up that traditional knowledge of traditional local or indigenous groups all over the world not only desires to be recognized, conserved and humdrum but also is to be incorporated into efforts to formulate effective disaster management strategies.

Understanding farmers’ perception on cover changes of tree/shrub species diversity and management systems through their indigenous knowledge is vital to integrate their input with the scientific studies. However, they have practiced different Agroforestry systems, it well not improved and steady. Owning to this general, the study was conducted at Bahir Dar Zuriya Woreda (district), at two Kebele administrations (KA)s and four villages, from each KA two villages with the objective to increase our understanding on changes of woody species diversity and management systems. Farmers at the study site have developed experiences in identifying their tree/shrub species preferences for different purposes and manage them beginning from own nurseries. Therefore, farmers’ indigenous knowledge should be acknowledged and kept in touch which will be invaluable in developing plans for researchers, development agents and any other organizations.

A city regarded as 'City of Devotees' has disseminated a remarkable approach for the water management by keeping aside the modern scientific approaches. The city was established in the 13th century and practices are continuously adopted since then as indigenous practices through unrelenting trial and error, the indigenous technology of water management has been found to be rational hence revitalization of some components might be more energy efficient and economic for present day water scarcity solution in the city

The main goal of this text is to introduce the systems approach to disasters management community as an alternative approach that can provide support for interdisciplinary activities involved in the management of disasters. The systems approach draws on the fields of operations research and economics to create skills in solving complex management problems. The text is organized into four parts. Part I provides an introductory discussion of disaster management including an overview of the main terms used. Part II is devoted to the introduction of systems theory, mathematical formalization and classification of methods. The material presented in this section should be of practical relevance during the process of selecting an appropriate tool for the solution of a problem. Part III is technical in nature, providing a simulation approach and a detailed description of system dynamics simulation. This section details two areas of application: flood evacuation simulation, and disaster risk assessment. Part IV ends with a chapter covering steps to improve disaster management. Finally parts of the book can be used as a tool for specialized short courses for practitioners. For example a course on System analysis for emergency management optimization could be based on Chapters 3, 4 and parts of Chapter 6. Included in the book is a CD with three computer programs Vensim PLE, LINPRO, and COMPRO. Vensim PLE (Personal Learning Edition) is state-of-the-art simulation software used for the implementation of system dynamics simulation. The other two programs are: LINPRO, a linear programming optimization tool; and COMPRO, for the implementation of the multi-objective analysis tool of compromise programming.

The strategic management models of the late Igor Ansoff predict that the effectiveness of organizational strategies and management capabilities depends in part on the turbulence of the business environment in which the organization operates. Ansoff defined five levels of turbulence, and identified the characteristics of strategic aggressiveness and management capabilities that are most effective for a given level of turbulence. Greg Lorton adapted Ansoff’s corporate models to environmental management systems within organizations, surveying 78 businesses and government organizations in California. He found that these models continue to be effective when applied to environmental management systems. He further studied the elements of environmental management strategies and how they relate to environmental strategic aggressiveness, management capabilities, and performance on environmental issues. While proactive environmental management systems generally lead to improved environmental performance, in some cases more conservative systems can also be effective.

Researchers throughout the world have studied the beneficial role of forests in disaster mitigation. This study aims at learning traditional practices of an indigenous tribal community and thereby tries to understand the factors affecting community participation and explores the role of other players such as the government or NGOs in the process of participation.
